Bicol University



At present, Bicol University (BU) offers 67 degree programs with varying number of specializations. These are spread into 14 academic units: Agriculture and Forestry (CAF); Arts and Letters (CAL); Business, Economics and Management (CBEM); Education (CE); Engineering (CENG); Graduate School (GS); Industrial Technology (CIT); Nursing (CN); Open University (OU); Polangui Campus (PC); Science (CS); Social Sciences and Philosophy (CSSP); Tabaco Campus (TC); and the Institute of Physical Education, Sports and Recreation (IPESR).
Among these, five units are service colleges that offer general colleges that offer general education courses to all academic units in the University. These are CAL, CS, CSSP and IPESR. However, even if they are service colleges, the said academic units also offer professional degrees. The other collegs - CAF, CE, CBEM, CENG, GS, CIT, CN, OU, PC and TC - are classified as professional colleges.
 These various academic units, in turn, are found in six campuses in the province of Albay. These are the Main Campus (the flagship campus offering the most degree programs). Legazpi East Campus (engineering and industrial technology), Daraga Campus (social sciences and business), Guinobatan Campus (agriculture and forestry), Tabaco Campus (fisheries), and Polangui Campus (technology).

An extension program in Sorsogon province also offers degree programs. BU also has elementary and high school departments. These serve as the laboratory school of the College of Education.

BU's passing level in licensure examinations in all programs is greater than the national average. BS Social Work and Midwifery usually attain a 100 percent passing rate. The university has strong research programs especially in fisheries and agriculture. This is shown by the number of research grants awarded and national awards garnered by faculty-researchers and the university.
As a state university with a combined land area of more than 1.7 million square meters and has a total of 59 buildings. BU serves the educational needs of students all over the Bicol Region. Its enrolment at the undergraduate level accounts for 10 percent of the total enrolment in the province. To provide access and equity, scholarship grants and loan assistance are given to poor but deserving students.

The aforecited vision is rooted in Bicol University's mandate as provide in RA 5521 which is "to give professional and technical training and provide advance and specialized instruction in literature, philosophy, the sciences and arts, besides providing for the promotion of technological researches,(Sec.30). Hence, graduates of the Bicol University shall be distinguished by their industry, nationalism and integrity. Along this line, extension service to the community and resources generation through its various productive endeavors shall complement the University's mandated instruction-research-function.






Who We Are
The pursuit of academic excellence and innovation amidst a very competitive environment and in adherence to international standards is the veritable mark of a first-rate university.
BU has traveled long and wide as it tries to define itself as a state university. Faced with enormous challenges of varying nature, it has survived and continues to leave an indelible mark in the lives of the Bicolanos. After almost forty years of existence, it has defied the odds, and can now be considered at par with the best higher education institutions nationwide. With strong leadership and committed men and women behind, the opportunity is now ripe to up the ante and meet the standards set by the international academic community.
Against the backdrop of a dynamic and ever-changing environment, the current plan as reflected in the 10-Year BU Comprehensive Development Plan (2003-2013), needs revisiting. Doing so would underscore the exigency to respond to the opportunities brought about by recent events and development by building on accomplishments, tackling emerging gaps and meeting new challenges head on.
BU, for its part, wants its presence significantly felt in the community. Guided by the twin concepts of excellence and innovation as the optimal endpoints, its current theme is “bringing BU closer to the community”. In no other way can BU make an impact to the community more deeply than by producing globally competitive and quality higher education graduates, and by generating new knowledge and technologies which, when transferred, will make a difference in the lives of the people. This is encapsulated in the institutional vision: A University of Excellence characterized by scholarship, engagement for the community towards sustainable development. Naturally, this only becomes possible through synergy of efforts and teamwork.
The modified institutional development framework, which is product of consultation and collaboration, captures everything that BU intends to do vigorously in answer to the call of the times - that of becoming a global university. Departing from the conventional, the key team players of the university came together and strategized by cluster, joining forces across all academic units to maximize discipline-based strengths. To make the benefits of growth spread across a greater number, each cluster determines core areas where it can contribute most, through advocacies. Proposed programs, projects and activities are likewise anchored on the major final outputs (MFOs), based on Organizational Performance Indicators Framework (OPIF) and the key results areas (KRAs) of SUC leveling, which serve as the barometer of organizational performance of State Universities and Colleges (SUCs).
In view of the comprehensive and multi-disciplinary nature of BU, there is a pressing need to move towards one direction, mindful of the enormous tasks that are put on its shoulders, and cognizant of the huge challenges that lie ahead. Unlike a boat without a rudder, BU will no doubt reach its destination, carve its own niche in the annals of higher education institutions, and strive relentlessly TO BE THE ONE.

COLLEGE OF BUSINESS, ECONOMICS AND MANAGEMENT

The Bicol University College of Business, Economics and Management (BUCBEM) traces its beginning from the former College of Arts and Sciences which, in accordance with the Comprehensive Development Plan of the Bicol University, was envisioned to split into two distinct and separate colleges at BU Daraga Campus, Dararga, Albay. Its existence as a legal entity was set forth by virtue of Board Resolution No. 75, Series of 2004 which was approved by the Board of Regents of the Bicol University on September 10, 2004. The College started its operations on January 1, 2005 under the authority order of Administrative Order No. 263, series of 2004.
Henceforth, the College of Business, Economics and Management, has emerged as the center of learning of the Bicol University in the fields of business, economics and management. Specifically, the college offers four degree programs namely, Bachelor of Arts in Economics, Bachelor of Science in Accountancy, Bachelor of Science in Entrepreneurship, and Bachelor of Science in Management. In addition to the core programs, the college also offers Bachelor of Science in Business Administration majors in financial Management, Human Resource Development Management, Marketing Management, and Operations and Services Management.

As a young but promising college, the Bicol University College of Business, Economics and Management is mandated to provide its clientele the highest level of quality education in the broad domains of business, economics and management as responsive as possible to the current demands of regional and national development and to the country for global competitiveness.
VISION
A University of Excellence is taking the lead in educating and developing highly qualified professionals imbued with the value of industry, nationalism and integrity; dedicated towards the generation, enhancement and transfer of knowledge and technology for the attainment of regional and national development; employing state-of-the-art facilities and learning approaches with competent and committed management, and teaching and non-teaching.
MISSION

CBEM GOALS
1. To provide the highest quality of education in the field of business, economics and management that is responsive to regional and national development.
2. To pursue relevant research and extension activities through linkages with business organizations, government and non-government agencies.
3. To initiate vigorously income generating activities for improving the financial capability of the College.
4. To establish the highest degree of efficiency, effectiveness, collegiality in making decisions and transparency in administrative system.
CBEM Research and Development Thrusts:
Food security, poverty reduction, productivity and income, sustainable development, global competitiveness, and efficient and effective management and operation of the university.
CBEM Extension Program Thrusts:
To effectively contribute to the efforts of Bicol University to improve the quality of life of the Bicolanos. Through its Academe-Community Collaboration for Responsible Development (ACCORD) program, the college shall focus on LEAD concerns: Livelihood Generation, Environment Protection, Administrative Enhancement, and Disaster Mitigation.
CBEM Production Thrust:
To implement Income Generating Projects based on the capabilities of the college, Improvement of facilities and equipment for the benefit of the students and personnel.
